Article 1

The National Taiwan University ("NTU") Library ("the Library") formulates the NTU Regulations Governing the Handling of Patron Violations ("the Regulations") to ensure patrons' right to equal access to the Library's resources and equipment while maintaining the reading environment of the Library.

Article 1-1

The definitions of terms used in these regulations are as follows:
1. Valid ID cards: Refers to the valid ID cards specified in each subparagraph of Article 2 of the National Taiwan University Library General Rules.
2. Members of NTU: Refers to individuals who hold the status of NTU faculty, staff, or students.
3. Visitors and the alumni of NTU: Refers to individuals who do not hold the status of NTU faculty, staff, or students.

Article 2

To enter the Library, patrons must provide a valid ID card. The use of forged or altered ID cards, impersonation, using ID cards of others or lending ID cards to others is prohibited. Offenders shall receive punishments in accordance with the regulations. The Library has the right to withhold the ID card in question and notify the owner of the ID card for retrieval or return the ID card to the issuing authority.

Article 3

Patrons must dress appropriately in the Library. Behaviors that disturb other patrons or trespassing in restricted areas are not allowed.

Article 4

Dangerous goods, food, drinks, and any animal are not allowed in the Library. Smoking and loud talking are prohibited. Cell phones must be set to silent mode in the Library. Patrons can only use cell phones in designated areas.
The aforementioned animals do not include guide dogs, hearing dogs, and service dogs.

Article 5

The Library's public computers equipment are only provided for searching library resources. Using library computers to visit pornographic websites or play games is prohibited. Patrons should abide by the Regulations Governing Usage of National Taiwan University Campus Internet.

Article 6

Patrons must not move library equipment without permission or occupy seats. Occupying seats and spaces with personal belongings is prohibited.
Personal belongings must be taken with their owner when leaving the Library. Personal belongings left unattended will be removed and collected by the Library staff without any safekeeping responsibility.

Article 7

Defacing, damaging, and other improper usage of library collections and equipment are prohibited.

Article 8

The Library's collections and equipment must not be taken into study carrels or out of the Library before checking out.

Article 9

Patrons shall not engage in any conduct specified in the Violation Points Table, which shall be stipulated by the Library. Those who violate the Regulations or the provisions of the Violation Points Table may be given penalty points by the Library in accordance with the table, and the Library may also request them to leave the premises immediately depending on the circumstances.

Article 10

In addition to posting the offender's records on the Library's bulletin board, offenders who have been issued two penalty points shall be penalized as follows:
1. Members of NTU: Suspension of borrowing privileges for three months starting from the issue date of the second penalty point. For serious violations, a concurrent penalty of a ban from entering the library for one to three months may be imposed. Reports to their affiliated departments or service units will also be filed.
2. Visitors and the alumni of NTU: Suspension of access to the Library for six months starting from the issue date of the second penalty point. For serious violations, permanent suspension of access to the Library starting from the date of violation may be imposed.
Patrons penalized under the preceding regulations shall have all their valid ID cards concurrently suspended. Valid ID cards obtained during the suspension period shall also be subject to the same suspension. Those banned from entering the library shall also not be issued temporary library cards during the suspension period.

Article 11

The following behaviors shall be deemed serious violations of the regulations:
1. Receiving three or more penalty points within one year.
2. Using ID cards of others.
3. Theft, indecent act, sexual harassment or other obscene acts.
4. Vandalism, behavior putting the Library or the library staff at risk.
5. And other behaviors deemed serious violations by the NTU Library Committee.

Article 12

The Regulations shall be passed by the Library Affairs Meeting, the NTU Library Committee Meeting in Academic, the Administrative Meeting, and then implemented on the date of promulgation.

21. Failing to return the premises to their original state or restore cleanliness after using seats or spaces 1

23. Trespassing in restricted zones or unauthorized use of library facilities 1
24. Opening external doors or windows equipped with security or emergency egress features without a non-emergency situation 1
