Borrowing Rules

Article 1 Materials held by the National Taiwan University (NTU or “the University”) Library (“the Library”) are primarily intended for faculty, staff, and students of the University.
Article 2

Patrons may present the necessary identification to check out materials from the Library in accordance with the following regulations:

  1. Faculty, staff, and students shall present their NTU ID in person to check out materials from the Library and branch libraries.
  2. Part-time faculty shall present an ID issued by the Personnel Office to check out materials.
  3. Post-doctoral fellows and research assistants working on a research project or sponsored project at the University shall present an ID issued by the Office of Research and Development to check out materials.
  4. Visiting scholars and students invited and hosted by units listed in the University’s Organizational Charter shall present an ID issued by the Office of International Affairs to check out materials.
  5. Retired faculty and staff shall present their retirement certificate to apply for a library card.
  6. Terminated or resigned faculty and staff members who served at the University for 20 years or longer shall present proof of years of service and an ID to apply for a library card.
  7. Alumni may present their alumni card and pay a deposit and annual fee to apply for borrowing privileges.
  8. Identification cards are for use by their respective holders only and may not be transferred, leased, or exchanged. Violators shall immediately have their borrowing privileges suspended by the Library for a period of three months.
  9. Patrons are responsible for the safekeeping of their card and shall report a lost card to the Library immediately. Patrons are held liable for compensation in the event of any material loss due to a lost card before it is reported.
Article 3 The regulations on the number of materials that may be borrowed and the loan period are shown in the attached table.  The loan period for materials that have been reserved by other patrons will be adjusted to 14 days.
Article 4 Special collections, reference books, materials designated as required reading by instructors, periodicals, and newspapers may not be borrowed. Specific rules or restrictions, if any, set by the library unit shall prevail.
Article 5 Materials can be renewed. The new due date shall be calculated from the renewal date. Renewals can be made online, by telephone, or in person at the Library. While there is no set limit on the number of renewals permitted, the loan period shall not exceed the maximum duration allowed for each item. Renewals are not allowed in the event that materials are overdue or have been reserved by other patrons.
Article 6 Each patron can reserve up to 30 items. When a reserved item becomes available for pickup, an automated notification will be displayed in the patron’s circulation records, and the Library will notify the patron by email or telephone. Should the reserved item remain uncollected for more than five days after becoming available, the reservation will be canceled, and next patron on the waitlist will be notified. Each collection-holding unit may set other special regulations or limitations, which shall prevail.
Article 7 If outstanding materials are designated as required reading by instructors or under other necessary circumstances, the Library reserves the right to request early return from the patrons at any time. Patrons are required to return the materials within seven days from the notification date. Failure to do so will result in overdue fines, and patrons may not appeal based on the loan periods specified in Article 3 of the Rules.
Article 8 Faculty and staff members who are resigning or retiring from the University and students who are graduating from the University, transferring to another institution, applying for a leave of absence, or being expelled or dismissed must return all borrowed materials and pay any overdue fines before they may begin the school-leaving process.
Article 9

Patrons shall replace any lost or damaged materials that they borrowed or requested. However, the following special-case regulations shall apply:

  1. A hardcover edition may not be replaced with a paperback edition.
  2. An older edition may be replaced with a newer edition, if any. However, in the event that the lost item is part of an entire set/series, the patron must replace the entire set/series if they wish to replace the lost item with a newer edition. The patron may not claim any rights to any remaining items of the original set/series.
  3. The licensing terms for replacements of audio-visual materials shall be equivalent to or better than the original terms.
  4. Degree theses and dissertations shall be replaced with a duplicate copy in a manner consistent with the Copyright Act.

Where the aforementioned replacement methods are deemed infeasible, the patron in question shall indemnify the Library in accordance with the following principles:

  1. The indemnity shall be twice of the price (adjusted for inflation*) paid by the Library to procure the lost item, as indicated in the Library’s records.
  2. Where there is no record of the procurement price, or where only the base price of the item is known, the following principles shall apply:
    1. Books: Indemnities shall be based on the number of pages in the book—books published in Taiwan: NT$3 per page; books published in the Mainland China: NT$5 per page; books published abroad: NT$10 per page. A book with fewer than 100 pages shall be treated as having 100 pages. A book with an unknown number of pages shall be treated as having 300 pages.
    2. Audio-visual materials: Indemnities shall be charged by the type of materials—audio recordings: NT$1,000 per item; domestically-released video recordings and CD-ROMs: NT$3,000 per item; foreign-released materials: NT$5,000 per item. Indemnities for other types of materials shall be calculated on a case-by-case basis.
  3. Subparagraph 1 shall apply mutatis mutandis to materials which have a published price but which were not procured at that price, while Subparagraph 2 shall apply mutatis mutandis to materials which are not priced.
  4. If the lost item is an attachment to a single book, the patron shall indemnify the Library for the cost of the book, adjusted for inflation. If any book(s) in a set/series is lost, the patron shall indemnify the Library for the cost of the entire set/series, adjusted for inflation. The patron may not claim any rights to the remaining portion of the book or any remaining items of the set/series.
  5. Indemnities for rare editions, out-of-print books, art albums, and materials published before 1945 shall be calculated on a case-by-case basis.
Article 10 Patrons shall report any lost items to the Library and shall either replace the lost items or indemnify the Library within 14 business days after the original due date, or they shall be subject to the additional fines listed in Article 11. The Library reserves the right to suspend the borrowing privileges of patrons who fail to complete the indemnification process.
Article 11 Patrons who fail to return borrowed materials by their due dates are subject to an overdue fine and suspension of their borrowing privileges. An overdue fine of NT$5 per item per day will be imposed on materials in the general collection. An overdue fine of NT$5 per item per hour will be imposed on overnight loan-only materials. The overdue fine for audio-visual materials is NT$30 per item per day. Suspended patrons may have their borrowing privileges reinstated once the overdue materials are returned and the overdue fines are paid.
Article 12

Overdue fines are based on the days the Library is actually open to the public and are calculated as follows:

  1. General collection materials
    1. Overdue fines are calculated by the day and will start to accrue on the day following the due date. Any partial days are rounded up to a full day.
    2. Overdue fines will be waived for overdue materials returned within the three-day grace period. The overdue fine for materials returned after the grace period will start to accrue on Day 1 (the day following the due date). Fines shall be calculated on a cumulative basis.
  2. Overnight loan-only materials
    1. Overdue fines are calculated by the hour and will start to accrue one hour after opening time on the due date. Any partial hours will be rounded up to a full hour.
    2. Overdue fines will be waived for overdue materials returned within the four-hour grace period. The overdue fine for materials returned after the grace period will start to accrue one hour after opening time on the due date. Fines shall be calculated on a cumulative basis.
  3. Audio-visual materials
    1. Overdue fines are calculated by day and will start to accrue on the day following the due date. Any partial days will be rounded up to a full day.
    2. Overdue fines will be waived for overdue materials returned within the one-day grace period. The overdue fine for materials returned after the grace period will start to accrue on Day 1 (the day following the due date). Fines shall be calculated on a cumulative basis.
Article 13 Each collegiate branch library may formulate its own regulations to address any special requirements, which shall prevail following passage by the Collegiate Library Committee and the Library Affairs Meeting.
Article 14 The Rules shall be passed by the Administrative Meeting and then implemented on the date of promulgation.
