Rules Governing the Use of Special Collections Resources

Article 1 The National Taiwan University Library (“NTU Library” or “the Library”) Special Collections Division (“the Division”) formulates the NTU Library Rules Governing the Use of Special Collections Resources (“the Rules”) as the basis for regulating patrons’ use of special collections to ensure the proper preservation of such materials.
Article 2

In order to access the Division, the faculty, staff, students, and alumni of National Taiwan University (NTU or “the University”) may request a Special Collections Access Permit by presenting one of the valid IDs listed in the NTU Library General Rules. Non-NTU individuals may do so with a temporary library card or an interlibrary loan card.

Article 3

Special collections resources held by the Division may only be used within the designated area and may not be checked out for external use. General publications and resources that are on open display may be accessed freely by patrons. Microforms and closed-stack resources are available upon request. Patrons with a Special Collections Access Permit may apply to retrieve such resources by filling out a retrieval request.

Article 4

The service hours of the Division and hours of the retrieval service shall be announced separately. Each individual may apply to retrieve up to 15 types of resources and up to 50 items/volumes per day.

Article 5

Except with special approval, the following resources held by the Division are not available for retrieval:

  1. Those in poor condition and in need of repair or remounting, resources printed on fragile paper, resources severely damaged by insects, resources with hardened or stuck pages, and resources with easily damageable bindings
  2. Resources that the copyright holders prohibit from being made public
  3. University historical data containing private or personal information
  4. Other resources deemed by the Division to be inappropriate for retrieval and/or use

University yearbooks may be accessed by the University’s quota-based and retired faculty and staff, current students, and alumni, but may not be reproduced in any form or by any means.

Article 6 Access to the following resources held by the Division shall be restricted, and a prior request shall be submitted to a supervisor for approval before access may be granted:
  1. Original documents with reprints, photocopies, or microforms/digital copies available
  2. Other restricted resources determined by the Division
Article 7 Patrons shall treat publications and resources with care and shall comply with the following requirements when handling retrieved resources:
  1. Users shall wash and dry their hands thoroughly before coming into physical contact with resources. If necessary, the Library may ask users to wear face masks and gloves
  2. Resources may only be viewed in the designated area, and may not be taken outside said area without permission.
  3. Do not make any markings, whether words or symbols, on resources.
  4. Do not place hands, arms, or any other objects on resources. Other than pencils, no writing implements shall be placed in close proximity to resources.
  5. Place resources horizontally on a desk when viewing. Do not place them vertically or in a slanted position. DO NOT roll up or fold any pages.
  6. When turning pages, do so slowly and gently from the bottom of each page. Do not exert excessive force or flip through pages in a hasty manner.
  7. Avoid any other behavior that may damage the resources at all cost.
Article 8

Patrons shall not bring any bags, food, drink, or books into the Division. The Division’s personnel may ask to examine patrons’ personal items.

Article 9

Patrons shall comply with the Library’s rules and regulations. Any violations shall be handled in accordance with the Library’s Borrowing Rules and the Regulations Governing the Handling of Patron Violations.

Article 10

In order to reproduce or use any closed-stack resources, patrons must first submit an application to the Division, which retains the right to approve or reject the application and determine the most suitable manner and format of reproduction at its sole discretion, and a fee shall be assessed in accordance with the NTU Library's Directives for Resource Reproduction and Usage Fees for Library Special Collections.

Article 11

Those who wish to reproduce the entirety of a resource for the purpose of publication shall submit a special application to the Division in accordance with the NTU Library's Regulations Governing the Management of Loans and Publication of Library Resources.

Article 12

In principle, loans of special collections resources for exhibition purposes are limited to non-profit organizations. Exhibition organizers shall issue an official document to the Library, clearly indicating the purpose and the title of the exhibition, the name of the organizer and its representative, the location and duration of the exhibition, and a list of the items to be borrowed at least three months prior to the scheduled exhibition date. The organizer shall sign a formal contract with the Library after the latter has reviewed and approved the request.

Prior to the exhibition, the organizer shall arrange wall-to-wall insurance coverage for all materials to be borrowed and shall submit a proof of such coverage with the Library listed as beneficiary in order to collect the materials. The insured amount shall be determined by the Library, while the associated premiums shall be paid by the organizer. (“Wall-to-wall coverage” is defined as insurance that covers the transportation of materials between their original storage location and destination location as well as the entire exhibition period.) The maximum loan period shall be three months in principle.

Article 13

The Rules shall be passed by the Library Affairs Meeting and then implemented on the date of promulgation.
