National Taiwan University Directives for Library Study Room Management

Article 1 National Taiwan University (NTU) Library ("the Library") formulates the NTU Directives for Library Study Room Management ("the Directives") to maintain order in the study room and the users' rights and benefits.
Article 2

Available for:

NTU faculty, staff, students, and alumni. Users shall only enter the open areas (see the Library announcement). Users shall present a valid ID card upon entering; NTU faculty, staff, and students shall present an ID card (or library card), while alumni shall present an alumni card.

Article 3

Opening Hours:

The study room is divided into the general area and the 24-hour area; the general area is divided into different sub-areas that open at different periods (see the Library announcement); the 24-hour area closes at 17:00 on the last Sunday of each month and reopens at 08:00 on the next day. The Library has the right to adjust the open areas and opening hours if needed and will make further announcements.

Article 4

How to Use:

  1. Users shall scan a valid ID card, library card, or alumni card to choose a seat on the Space Management System; users shall also scan their ID card, library card, or alumni card while temporarily or permanently leaving the study room.
  2. During exam periods, the study room has access control and is unavailable for alumni and students on leave.
  3. Users shall keep quiet, take care of the cleanliness of the study room, and turn off or mute mobile phones. Smoking, eating, drinking (except plain water), and other behaviors that disrupt others are not allowed.
  4. In order to maintain the reading environment, devices that make noises such as laptops, calculators, keyboards, and mouses shall only be used in specific areas as announced.
  5. Occupying seats is not allowed. Users shall bring personal belongings with them when leaving the study room. Personal belongings left unattended will be moved to the storage shelves by the Library's staff without any safekeeping responsibility.
  6. Storage shelves shall only be used as temporary storage of personal belongings and shall be emptied when users leave the study room. Anything stored on the storage shelves shall not endanger environmental safety or hygiene, and the Library's staff have the right to dispose of the items in question.
  7. Please cherish public property. If anything is damaged, the users concerned shall be liable to pay compensation.
  8. Please keep your personal belongings properly. The Library is not responsible for any loss.
Article 5

In order to protect the interest of users, the Library's staff will check the study room regularly or when receiving reports. In the event of the following events, the staff will take appropriate actions in accordance with the Directives.

  1. In order to protect users’ rights and safety, the Library's staff have the right to request a valid ID card, library card, or alumni card for inspection if needed.
  2. Those who use invalid, forged, or altered cards, lend their cards, or use others’ cards to enter the study room will be issued two penalty points.
  3. Those who enter the study room without choosing a seat on the Space Management System, or occupy other seats rather than the seat they choose, and fail to improve after being requested by the Library's staff will be issued one penalty point.
  4. Leaving the study room without scanning cards or failing to go back within the retention time will be deemed as occupying the seats. The Library's staff have the right to move personal belongings to the storage shelves without any safekeeping responsibility to empty the seat. Those who occupy seats will be issued one penalty point.
  5. Those smoking, eating, drinking (except plain water), chewing gums, or failing to take care of cleanliness will be issued one penalty point.
  6. Those occupying seats will be issued one penalty point.
  7. Those talking loudly, failing to maintain a quiet environment, and not improving after being requested by the Library's staff will be issued one penalty point.
  8. Users who use devices that make noises such as laptops, calculators, keyboards, and mouses in restricted areas and fail to improve after being requested by the Library's staff will be issued one penalty point.
  9. Users who fail to empty the storage shelf after permanently leaving the study room shall present their ID card to take their personal belongings back if the Library's staff have collected them and will be issued one penalty point.
  10. Other violations will result in penalty points in accordance with NATIONAL TAIWAN UNIVERSITY LIBRARY Regulations Governing the Handling of Patron Violations.
Article 6

Violation Penalties:

  1. Users whose violation points have reached two or more shall be punished as follows:
  2. Members of NTU: Suspended from entering the study room for two months starting from the issue date of the second penalty point.
  3. Alumni: Suspended from entering the study room for six months starting from the issue date of the second penalty point.
  4. Other violations that are deemed severe by the Library shall be addressed in accordance with NATIONAL TAIWAN UNIVERSITY LIBRARY Regulations Governing the Handling of Patron Violations.
  5. Penalty points received due to violation of the rules when using the study room will not be aggregated with the penalty points received in other areas of the Library.
Article 7 Matters not addressed herein shall be subject to laws and other applicable regulations of the Library.
Article 8 The Directives shall be passed by the NTU Library Committee Meeting and then implemented on the date of promulgation.
